Staff Refused To Serve Bacon Sandwiches At Care Home Branded "Requiring Improvement"

A Bradford Council run care facility has been found to require improvement by inspectors when they found staff had refused to give residents bacon sandwiches due to "cultural differences"

Wagtail Close in Buttershaw, Bradford has a respite care facility and is home to people living with physical disabilities, sensory loss, brain injury or learning disabilities.

Inspectors from the Care Quality Commission on an unannounced visit on 22nd January, found that staff were not providing support that was responsive to the person's preferences and were restricting the person's right to choice after concerns were raised that the Muslim staff refused to help residents buy pork pies and stopped others having bacon sandwiches for breakfast.

The report said concerns had been raised with senior staff members but nothing had been done about it.

Furthermore Inspectors found that only two staff had received training in the previous year, some had not received training for several years and 21 staff had not received the training at all. This meant staff had not been trained and assessed as competent to administer medicines. In all inspectors found the service needed to make improvement in safety, effectiveness and how it is led, they deemed the responsiveness was inadequate but people did tell inspectors they felt safe and that staff were good.

Debbie Westhead, CQC's Deputy Chief Inspector for Adult Social Care in the North, said:

"People are entitled to services which provide safe, effective, compassionate and high quality care. If that is what we find on inspection - we give the service a rating of Good, or Outstanding.

"If we find that a service requires improvement, we will expect them to provide us with a full plan setting out how they will address the issue. We will share our findings with local commissioners, and we will return in due course to check that they have made the required improvements.

A Bradford Council Adult and Community Services spokesperson said: "There has recently been a change in the registered management arrangements at Wagtail. We are pleased to read that people who used both respite and domiciliary care services knew the new manager and felt they were supportive of their care.

"An improvement plan has been drawn up which will urgently address the issues raised by the recent CQC inspection.

"All Wagtail Close care staff have been reminded that their own lifestyles and cultural preferences should never influence the person-centred support they provide to service users."
