Calderdale Council has refused retrospective plans to officially turn a former Halifax pub into a builders’ and plumbers’ merchants following complaints from nearby residents about noise, dust, debris and smoke.
Plans to officially convert a former Halifax pub into a builders’ and plumbers’ merchants have been rejected after nearby residents raised concerns about the impact on their homes.
The application related to the former Horse and Jockey Inn on Warley Road, which has also previously been used as a church.
Mr J. Hussain, of U-Fix Building Supplies, had applied to Calderdale Council for retrospective permission to change the use of the site.
Two nearby residents formally objected, raising concerns including noise from machinery and deliveries, as well as dust, debris, smoke and fumes.
One resident said their family had experienced regular disturbance from heavy machinery, forklifts, delivery vehicles, reversing alarms and the movement of building materials.
Concerns were also raised about materials allegedly being burned at the site and the effect of its operation on residents' ability to use their homes and gardens.
Calderdale Council's environmental health team supported concerns over noise and dust and recommended that permission be refused.
Planning officers concluded that noise and dust generated by the development were likely to disturb neighbouring residents and affect their ability to use outdoor spaces and open windows.
They said that even with tightly controlled opening hours, the impact would not be acceptable.
Heritage concerns were also considered. Officers concluded that the development was visually harmful to the character of the surrounding area and that its benefits, including three full-time equivalent jobs, did not outweigh the identified harm to the former pub and the nearby Grade II-listed 539-541 Gibbet Street.
The retrospective planning application was therefore refused.
