The public toilets at Shipley library have been closed due to discarded needles.
The toilets were forced to shut by Bradford Council after it was revealed that 18 syringes, some contaminated with blood, had been found in the nappy and sanitary bin at the toilets.
A Council spokesperson said this incident was part of a growing problem in Shipley town centre of aggressive begging.
Allegedly the spokesperson said other places which have been affected by the issue were the Asda store in the town and the Co-op in Saltaire.
West Yorkshire Police have said that there is an on-going operation to address this issue and that if anyone witnesses drug dealing taking place they should get in touch.
