Solicitor’s files with details of rape victims were found in a bin near to a canal in Manchester.
Solicitor Kevin Nicholas said he was "baffled" why his clients' files were dumped not far from his office.
77 client files, which date back about 10 years, were handed to Manchester Evening News by a member of the public. They include the details of two 14-year-old girls who were witnesses in a sexually-motivated abduction.
The Information Commissioner's Office and the Solicitor's Regulation Authority have opened investigations into the potential data breach.
