A man who persistently verbally abused members of the public while aggressively begging around Manchester’s universities has been banned from the Oxford Road area for 12 months.
Evidence of Patrick Kiely's anti-social behaviour, which included his subjecting the public to foul and abusive language, discarding drug paraphernalia and defecating on the street, was gathered by the council and police officers over a period of months.
Manchester City Council said Kiely, 52, of no fixed address, refused multiple offers of help and support from council officers and Greater Manchester Police.
Kiely failed to attend a hearing at Manchester Civil Justice Centre on Monday 8 October and the Injunction Order was granted in his absence.
The council will be empowered to take further action against Kiely if he breaches the conditions of his order, which could result in his imprisonment.
Councillor Nigel Murphy, Deputy Leader of Manchester City Council, said: “Help is always available for people who find themselves in a situation where they are begging, but Kiely repeatedly rejected our offers of support and continued to act aggressively and abusively over a prolonged period.
“Kiely's anti-social behaviour has distressed local residents, students and workers over a period of many months. People going about their daily lives shouldn't have to put up with being abused, which is why we have brought this injunction, with the support of Greater Manchester Police.”
