Wakefield Council is investigating claims two binmen urinated against wheelie bins.
CCTV footage captured in Featherstone appears to show the pair standing in exactly the same spot in an alleyway around three weeks apart.
The homeowner who installed the cameras to catch fly-tippers said he was "disgusted" by the recordings.
Glynn Humphries, of Wakefield Council, said it was investigating and would take "appropriate action".
