Two More Arrested in £1 Million University of Greater Manchester Fraud Investigation

Greater Manchester Police have arrested two more men as part of a major investigation into alleged financial irregularities at the University of Greater Manchester. Detectives are examining suspected fraudulent activity worth more than £1 million, involving approximately 60 transactions and over a million emails.

Two more men have been arrested as Greater Manchester Police continue a major investigation into alleged fraud, bribery and financial misconduct at the University of Greater Manchester.

Detectives investigating suspected financial irregularities spanning more than a decade carried out two warrants on Wednesday morning, 4 November 2026.

The searches took place at addresses in Bolton and South Yorkshire as part of an extensive investigation into alleged misconduct between 2014 and 2025.

Police say they are examining evidence indicating more than £1 million worth of suspected fraudulent activity.

Two men arrested following morning raids

Greater Manchester Police confirmed that two men were arrested following the execution of the warrants.

A man in his 50s was arrested on suspicion of witness intimidation, perverting the course of justice and fraud by abuse of position.

A second man, in his 60s, was arrested on suspicion of witness intimidation, perverting the course of justice and fraud by false representation.

The arrests form part of an ongoing investigation being led by the force's Major Incident Team.

Neither individual has been identified in the police statement, and no charges have been announced.

More than one million emails under investigation

The investigation began approximately a year ago after Greater Manchester Police received allegations from news publication The Mill.

A subsequent report by PricewaterhouseCoopers (PwC), commissioned by the university's Fraud Response Panel, also formed part of the information examined by detectives.

Police say investigators have spent the past year independently assessing evidence to ensure that any findings are robust and capable of withstanding scrutiny in potential future court proceedings.

The scale of the investigation is considerable.

Police warn against interference with investigation

Detective Inspector Matthew Donnelly, from Greater Manchester Police's Economic and Cyber Crime Unit, described the investigation as complex and extensive.

He said detectives were investigating serious allegations involving fraud, bribery and financial misconduct.

The officer also highlighted concerns about attempts to interfere with witnesses or undermine the investigation.

He said:

"Any actions that seek to interfere with, influence or undermine the integrity of a police investigation will not be tolerated."

Detective Inspector Donnelly stressed the importance of ensuring witnesses can provide information without intimidation, pressure or interference.

Police say their work over the past year has involved carefully assessing and independently verifying the information available to investigators.

University staff encouraged to come forward

Greater Manchester Police continue to engage with the Office for Students and the University of Greater Manchester.

Investigators are encouraging university staff and representatives who may have relevant information to assist with enquiries.

Detective Inspector Donnelly urged anyone who could help the investigation to contact police.

The investigation remains ongoing, and the allegations have not been proven in court.
