Major £950 Million Feltham Regeneration Plans Move Forward

Plans to transform a former Ministry of Defence site in Feltham have taken a major step forward, with a developer search launched for new homes, jobs and community facilities.

Plans for a major regeneration project in Feltham, West London, have taken an important step forward, with a formal search launched for a development partner to transform a 12.1-hectare Ministry of Defence site.

The Ministry of Defence (MoD), Hounslow Council and the Greater London Authority have begun a procurement process to appoint a developer to deliver a new neighbourhood featuring housing, employment opportunities, community facilities and green spaces.

The project forms a significant part of the wider Future Feltham masterplan, an ambitious regeneration programme valued at approximately £950 million.

The wider programme aims to deliver around 3,000 new homes and create 9,000 jobs across Feltham.

Former military site to become new neighbourhood

The 12.1-hectare MoD Feltham site is being earmarked for transformation into a modern, intergenerational neighbourhood designed to accommodate people of different ages and backgrounds.

The proposals include new residential developments, with an emphasis on genuinely affordable housing.

Employment spaces, community facilities and green infrastructure are also planned, creating a neighbourhood where residents can live, work and access local services.

Commercial and creative workspaces are expected to form part of the development, alongside new streets and improved transport connections.

These improvements aim to integrate the site more effectively with surrounding parts of Feltham.

Part of £950 million regeneration programme

The development is a major component of Hounslow's wider Future Feltham masterplan.

The regeneration programme is expected to deliver:

£950m

Wider regeneration programme

3,000

Planned new homes

9,000

Targeted jobs

More than 1,500 homes are already either completed or in the development pipeline as part of the wider regeneration plans.

The programme aims to address housing demand while encouraging economic growth and providing more opportunities for local residents.

Ministry of Defence preparing to relocate operations

Before the site can be redeveloped, existing military operations will need to be relocated.

The Ministry of Defence is investing in alternative military infrastructure to enable the land to be released for housing and community development.

The project is being presented as an example of how publicly owned land can be used to support housing delivery and regeneration.

It brings together national government, regional authorities and local government in a coordinated approach to development.

New jobs and affordable housing

A central objective of the scheme is to deliver genuinely affordable homes alongside employment and training opportunities.

The proposed neighbourhood will also include commercial and creative spaces intended to attract businesses and support local economic activity.

New green spaces and improved pedestrian and transport connections are expected to make the development more accessible and better integrated with the surrounding community.

The proposals are designed to create a sustainable neighbourhood rather than a standalone housing estate.

When will construction begin?

The development will progress through several stages before construction can start.

Summer 2027 – Developer appointment

The procurement process is expected to conclude, with a development partner selected.

Following appointment – Detailed planning

The selected developer will prepare a masterplan and submit a planning application.

Spring 2028 – Site preparation

Site clearance and enabling works are expected to begin.

2029 – First development phase

Construction of the first phase is currently expected to commence.

These dates remain indicative and will depend on the completion of procurement, planning and preparatory work.

Leaders welcome next step

Representatives from Hounslow Council, the Defence Infrastructure Organisation and the Mayor of London's office have welcomed the procurement launch.

They see the project as an opportunity to provide more homes, improve local connections, create employment and support long-term regeneration across Feltham.

The scheme is also intended to demonstrate how collaboration between different levels of government can unlock publicly owned land for housing and wider community benefits.

A major opportunity for West London

With the developer selection process now underway, the MoD Feltham site is moving closer to becoming a new residential and employment neighbourhood.

The project is expected to contribute significantly to the wider transformation of Feltham, supporting new housing, local businesses and improved public spaces.

The next major milestone will be the appointment of a development partner, expected in summer 2027.
