A family home in Kensington is set to become the new Embassy of Turkmenistan after councillors approved a change of use. The decision comes despite objections from residents concerned about the loss of residential accommodation in the borough.
Kensington Family Home to Become Turkmenistan Embassy Despite Residents' Objections
A family home in one of West London's most prestigious residential areas is to be converted into the Embassy of Turkmenistan, following approval from Kensington and Chelsea councillors.
The property at 53 Victoria Road in Kensington will become the country's new diplomatic headquarters, replacing its existing embassy at 131 Holland Park Avenue.
The current Holland Park Avenue premises are expected to become the Embassy of Tajikistan.
The decision was made despite objections from local residents who raised concerns about the loss of a family home.
Residents raise concerns over loss of housing
Kensington and Chelsea Council received eight letters of objection to the proposals.
Among the concerns raised was the removal of residential accommodation from an area where housing is already highly valued.
However, planning officers acknowledged the loss of housing while highlighting the property's location within an area considered suitable for diplomatic use.
According to the council's planning report, the property is situated in an area:
"Identified as suitable for diplomatic and allied uses, with a number of established diplomatic premises nearby."
Councillors subsequently approved the change of use.
Kensington already home to several embassies
Victoria Road is an established diplomatic location in West London.
The Embassy of Vietnam is already based on the same road, while several other diplomatic missions are located within walking distance.
Planning officers considered this existing concentration of embassies when assessing the application.
The applicant also stated that the proposed relocation was being undertaken in coordination with, and with the support of, the Foreign, Commonwealth and Development Office.
How will the new embassy operate?
Documents submitted as part of the planning process provide details about how the embassy is expected to function.
The proposed opening hours are:
-
Monday to Friday, 9am to 6pm.
-
An estimated one to five visitors per day.
-
The property will be used for diplomatic purposes rather than as a family home.
The relatively low anticipated number of visitors was considered during the planning process.
At Tuesday's planning meeting, a council officer said transport officials were confident that there would be sufficient space within the property's boundary to prevent visitors queueing outside.
Property must return to residential use if embassy leaves
One of the key conditions attached to the approval is that the building must return to residential use if the Embassy of Turkmenistan vacates the premises.
The requirement is intended to prevent the permanent loss of the property from the borough's housing stock if its diplomatic use comes to an end.
This condition formed part of the council's decision to allow the conversion.
Similar concerns raised elsewhere in London
The decision follows another case in which a family home was converted for diplomatic use.
In Westminster, the Embassy of Montenegro recently moved into a former residential property, prompting complaints from neighbouring residents.
The cases highlight the competing demands for residential properties and diplomatic accommodation in some of London's most expensive neighbourhoods.
What happens next?
With planning approval granted, the Embassy of Turkmenistan can proceed with its proposed relocation to Victoria Road, subject to the conditions imposed by the council.
The report does not confirm an opening date for the new embassy or when the existing premises will be vacated.
The decision marks another change in the diplomatic landscape of Kensington, an area already home to numerous international embassies and diplomatic residences.
